TV Measurement Hits Another Boiling Point As Nielsen Refuses To Play

The Coalition for Innovative Media Measurement is forming a "Strong Foundations Implementation Task Force" to fix a TV measurement currency market that has splintered into incoherence. VideoAmp and Nielsen, for its Nielsen One system, pulled out of the Media Rating Council's accreditation process over the summer; Comscore, iSpot and VideoAmp got Joint Industry Committee certification renewals last week, while Nielsen twice declined to submit. "We can't get to a multi-currency environment until you can look at it more apples to apples," OpenAP chief marketing officer Brittany Slattery said on stage. The frustration is not academic. "We had two years to evaluate differences between one data set and another. And what we forecasted at the top of that year did not materialize the way we thought... We have no idea what that impact was," said Omnicom Media Group head of video currency Mariel Estrada. TelevisaUnivision executive Dan Riess put the Nielsen problem plainly: "Nielsen can be challenging when they change methodologies or do those kinds of adjustments that have sort of bigger swings than we'd like in terms of using it as a baseline." CIMM managing director Jon Watts set a hard clock: "If after 12 to 18 months we haven't made significant progress, we will disband the task force."

The crux

The industry is trying to move from a single Nielsen currency to a multi-currency market, but Nielsen, which still dominates transacted volume, has no incentive to cooperate, leaving buyers and sellers to price inventory against numbers nobody trusts.

Sell-side read

For a broadcaster or CTV publisher, the currency mess directly hits your CPM floor. If buyers cannot reconcile your numbers against Nielsen's baseline, they price you to the lower common denominator. A seller that can produce its own credible, deduplicated cross-screen measurement gets pricing power back.

Watch

The task force's first provider-neutral currency requirements framework, and whether Nielsen's Big Data + Panel recalibration in fall 2026 settles or worsens the gap.
