Prebid's auction overhaul would do what the court wouldn't: separate AdX from GAM

Last month a federal court ordered Google to integrate with Prebid but left the mechanism unspecified. Prebid is writing the instructions itself. The open-source consortium previewed a proposal at the Prebid Summit in New York on Tuesday to reverse the auction flow: instead of Prebid bidding into ad servers, ad servers would bid into Prebid. That would let a publisher pull Google AdX demand without running Google Ad Manager, effectively unbundling the two products that Judge Leonie Brinkema declined to split. "We want Prebid to be on the front foot," said Olly Burns, CTO at publisher monetisation platform Teal and a co-author of the proposal, "because if we can set the agenda, we can hopefully influence it to the good," meaning for publishers. The reorientation also strips Google's structural advantage: under the current flow AdX gets a look at Prebid's winning bid and can outbid it. Constantine Mirin, CEO of Postindustria, said it will be worth watching "whether GAM becomes less of a dominant source of publisher revenue," given GAM's roughly 90% ad-server saturation cited by the Department of Justice. Burns added a speed benefit: publishers wait up to four hours for GAM analytics, whereas "if you plug in your own analytics stack, you can respond to market changes within a minute... on a Black Friday, for example, that could be material." The catch: Prebid cannot force Google to use Prebid Server, and Google could instead integrate only through Prebid.js, which the new framework is not built for.
The crux
Prebid is using the post-remedies window to restructure programmatic auctions so Google AdX competes on the same terms as every other exchange, cutting the ad-server tie that has kept publishers dependent on Google Ad Manager, and the next two quarters decide whether Google plays along.
Sell-side read
If ad servers bidding into Prebid lands, publishers gain a real option to decouple their ad serving from Google without losing AdX demand, which is the single biggest structural lever on take-rate and yield since header bidding itself. The four-hour-to-one-minute analytics gap also moves yield decisions from post-hoc reporting to real time.
Watch
whether Google commits to Prebid Server versus a Prebid.js-only integration, and whether the working group formalises the framework by the end of Q1 as targeted.
