WBD's "Unified Reach Paradox" puts measurement back on the table

Warner Bros. Discovery spent last year running a side-by-side comparison of five video measurement providers, VideoAmp, iSpot, Comscore, Innovid and Samba, across five areas: universal audience estimates, impression and viewability counting, cross-platform coverage, identity and personification. The study covered more than 50 campaigns across WBD's linear and streaming inventory and was backed by a survey of 154 agency and marketer decision-makers from Advertiser Perceptions, then published during Advertising Week as a white paper titled "The Unified Reach Paradox." Nielsen is absent from the comparison, as AdExchanger notes, because it does not permit side-by-side benchmarking against rivals. David Porter, WBD's head of advertising research, data and insights, said the company "didn't expect the variation to be as wide as it is," calling the degree of difference across providers "quite alarming" and more than a rounding error. The numbers bear him out: in one Q4 cross-platform campaign for a financial brand, Comscore counted 43.5 million impressions among people aged 25-54 while iSpot counted 24.6 million for the same campaign and demo, and 73% of the agencies and marketers surveyed named "unified reach" among the most important missing data points in their measurement. Porter's blunt version: "It really is kind of crazy that we as an industry are still debating what constitutes a video impression."

The crux

CTV inventory is being priced against currencies that disagree with each other by double digits, and the seller carries the reconciliation risk while the buyer picks whichever number is cheapest.

Sell-side read

Any publisher selling CTV without an audited cross-provider reconciliation is negotiating on the buyer's chosen currency. The WBD method, publish your own multi-provider comparison, is the template: it moves the argument from "our numbers are right" to "here is the spread, price accordingly."

Watch

whether the IAB Europe framework converts provider variance into a disclosure obligation, with a compliance window in 2027.
